Contrary to popular belief, most people don't know what a true bullying scenario is. Many confuse regular conflict with bullying.
Bullying occurs when there is an imbalance of power. It's when one party is bigger, stronger, has more resources, or has more people behind them than the other party being bullied.

When students are equipped with the right language and tools, they can address conflicts confidently and appropriately
Students learn to directly address the person who wronged them using clear, assertive language.
Example: "I did not appreciate you taking the ball from me. I would like to have it back."
The person who took the ball (or committed the wrong) has an opportunity to correct their behavior and make things right.
If the person does not make it right, then—and only then—should the student report the issue to a teacher or faculty member.
Students who may be afraid to speak up gain confidence and learn to stand up for themselves in the right way, using the right language.
Teachers can ask, "Did you use your I statement?" This reduces unnecessary reports and teaches students to handle appropriate conflicts independently.
